Oatmeal bath maybe you may want to make sure your pup isn't allergic to the dog food you're feeding
My dog did this to the point she lost hair. Its dry skin. Oatmeal baths did not work for her. We put skin so soft on her and also gave her CBD. I would guess anything that moisturizes the area. Our dog was a Yorkie. They are prone to itchy skin. People suggested benadryl but I was nervous without a vets consent. This worked for us and I hope it gives your pup relief. Maybe just until you can get to a vet. Good luck.
