If they're not open for dine-in why do they have people sitting at tables? They say they're open for carry out but you can't get in the building and nobody will answer their phone

They are so busy most of the time that they can't answer the phone and as for the "people" sitting at tables there might have been an interview or staff meeting. I know for a fact that the dinning area is closed and it is drive thru only hopefully that helps 😁

I have not seen anyone sitting at tables as they have it blocked off. Perhaps someone was waiting for a large order. If you have a business order you can come in to pick it up but most people use the drive through. I find that the phone is not answered during lunch or dinner rush. I call in my order in the morning when they open. Someone will usually answer then.
