No you do not have to be a resident. It is open and free to the public. There are numerous playgrounds for kids if all ages, tennis, baseball, softball, a walking path, and a beautiful view if all the boats in the harbor.

You do not. However, if you are not a Branford resident, you have to park in the furthest section just outside of the entrance. Not a big deal though.
