If you're not handicapped, don't park in those spots. It's all marked. If an event, don't bother to tell the park police you want to park somewhere other than where they are pointing you. They're pretty much control freaks...
None that I'm aware of.
There's parking lots. I don't know of any restrictions but that doesn't mean there aren't any. The park closes at dusk so no overnight parking I'm sure.
