Jet ski rental companies on the Outer Banks will not let you take their skis anywhere you want to go. All companies use a designated riding area about 1/2 mile, square. This is not conducive for sight-seeing but more than sufficient to run around and go nuts. For those people who want to do sight-seeing, you'll need to get a guided tour. On a guided tour you will be on your own ski and you should be able to go as fast, or as slow as the group wants. Guides are also happy to let you stop and play if you want.
I am pretty sure if you rent from Kitty Hawk at the dock there is a designated area to use, the same is true of the place next door. Maybe they have other options to explore on your own.
Personally for me, I prefer to adventure on my own, if however u want to know more about the area your in then a guide or if you get lost easy a guide.
