They are always busy. Alsthou 5 pm usually you can get a table with little or no wait. New year's eve may be a bit more challenging because they usually don't take reservations, only a waiting list, unless it's a larger party. Defiantly call ahead.
I would definitely make reservations cuz it could be busy that early for everybody that wants to eat before drinking
You may want to call ahead. I would make a reservation already and try to have an earlier dinner
