Can I answer my own question? I don't know, but I took my mom out there today and we shot a couple hundred rounds and nobody bothered us so I'm gonna say yes, you can shoot out here.
You can, but it's not flat/easy. You're not supposed to shoot within 150 yards of the campground.

Its California so probably not lol seriously congrats on them finally letting you have normal capacity magazines.
