The tires don't always have to be removed for wheel straightening. However, if you are having the wheels resurfaced, the tires need to be removed. I don't believe there is a fee to remove the tires, but there is a mount & balance fee to put them back on. Your best bet is to give them a call and they can give you the details for the work you're looking to have done.
They will dismount the tires, but there is a charge for that. I always take mine in already dismounted
