They unplug the light at night to not disturb the viewing. This is true as least on clear nights when they are doing a program, Friday and Saturday's.
I was there last weekend, the guy there talking said he unplugged unplugged himself. So my bet is if you go on a Friday or Saturday they'll turn the light off. Can't Speak for the other days of the week though.

You can, the parking lot is very close to the plaza. However I'm not sure of the point of the lights because they weren't ever on while I was there.
By law, the light has to be there. However, the JGAP Director thoroughly read the ordinance, and nowhere in it does it say the light has to be on. The light has been unplugged. I've been volunteering at JGAP since 2018, and I've never seen it lit.
