Contact IHS. It's a separate service from BIA

Please contact "Ponca Tribe of Nebraska" about getting the health insurance -- https://www.poncatribe-ne.org/services/health-services/purchased-referred-care/ Then also ask Ponca how to remove health insurance from your husband. Bureau of Indian Affairs does not involve with this matter.
