Yes but I would just go to the visitor center off white ave (gate 3) and get a pass if you have business out there. And no it's not open to the public only on special occasions which is rare these days. Back in the days Kessler had open house every year for the public.

No. Only military, retired military, civilians with DoD IDs and contractors with DoD IDs are allowed on base.
