I've seen children with flotation devices for the arms. Also, they only allow goggles that cover the eyes. Not the ones that cover your nose & eyes.
We use the Puddle Jumpers and that seems to be the trend in the pool. There is a great "baby" pool area with two different depths for different ages/abilities

A child safety device is acceptable/the pool just doesn't want the bigger kids using anything in the pool your all good.
