I would like to know what can you mail in a "padded" envelope? I was in today and was told I could not mail a small wooded Christmas ornament in one of those for a project and was unable to do so. Why?

It was not fragile. It was a wood ornament that I painted. Maybe 5" long piece of 1/8" piece of wood like you see in Michael's or Hobby Lobby that you can buy for kids to paint.

Because anything fragile should be mailed in a box with added insulation to prevent from breaking
