my 1985 Honda rebel motorcycle has been in storage for 9 yrs. can anyone tell me if the tires are still safe to ride on, or could they be dangerous due to possibly being dry rotted.

I don't know why I'm just now seeing this question, but those tires are not safe anymore. Most tires should be replaced at least every 5-6 years.

Replace tires you only have two not 4. I replace mine every 5 years good are bad.
