Poor management
Restaurants, including Fast Food use past data to aid future projections of performance to achieve a goal that allows a certain percentage of income to go towards payroll. This must include lunches and breaks (that are Federally and possibly even State, local or franchise mandated). This is one reason Grand Openings can have an abundance of staff. There is no historical data. Well unfortunately, predictions don't take into account when you are going to show up hungry. But know it is in the best interest of the owner and managers to do there best in scheduling. Too few they lose customers; too many and they go out of business. And this is only one of many metrics, like food cost, food quality, cleanliness, attitude, health inspections, advertising, franchise fees and any entertainment costs that need to be juggled; fixed or percentage based. Also understand that co-workers can be friends and even like family. Some could have been off work, on break or coming to work and meet there.

It was their authorized break , as long as they are outside of the building they are allowed to smoke.
