Dressing rooms can be opened by an attendant, i do not believe they are ever officially closed in a 24 hour supercenter.

As long as you can find someone to open them you're good Only the deli and the jewelry dept ever officially have closing hours
They are usually always open
I've tried to use the dressing room after 10pm and was told they close 9pm. I even asked nicely if I could just try one thing on and was told I would have to come back in the morning.
