It is recommended particularly if you want outside in the nice weather; we did not get outside last time it was sold out and had to eat in which was great but outside is special
From my experience unless you get there early it's going to be difficult to get in without a wait. The wait time is obviously going to change with the seasons and summer is going to be quite busy. In general, I would recommend making reservations in advance whenever possible but Frank's is definitely worth a wait.
