I would think it would depend on the problem you were having, either the manager on duty or the GM or call corporate. If possible and you plan to pursue the issue make sure you also send an email to the highest up person you speak with, that will ensure that there's a record of your complaint.

Go to the customer service desk and ask to speak with the manager.
