Yes they allow other people with their own canoes and kayak's a ride. But you have to go in and give them your car information so you don't get towed. I don't believe they charge a fee but doesn't hurt to call and ask.
Yes! It costs around $15. and if they wont do it Foggy Bottom will and they are right across the street.
Tip-A-Canoe does not provide rides to rental customers at take out location. You must walk up a hill and along the road back to Tip-A-Canoe. You may be able to pay a fee to have them take you to launch with your kayack, not sure how you would do take out.
