You can but you're not supposed to. I've parked there and walked over for the Christmas parade. I've never seen anyone get towed from that location for parking there. And I wouldn't leave my car there overnight, they don't stay open 24 hours anymore. They actually close at midnight.
Yes, a lot of parents do when dropping their kids off at the school across the street. But finding a spot can be tough in the afternoon.
