By there, yes, there are some groups that rent the track for car control clinics. To the best of my knowledge, Summit Point does not have drifting events on Summit Point main or the Jefferson course. To be clear, I do think drifting car clinics are held, but not on the tracks. I would look into what drifting clubs are in the Washington DC, Baltimore, Maryland region. I know Club Loose in NJ is extremely active, but again, they're not doing drifting events on any generally accepted road course, like NJMP for example. Regardless, I would contact someone from Club Loose via their website, and ask them if they know of any groups that go to Summit.
