You can walk them outside the mall and you can carry small dogs inside inside I think, but shot of a service dog, I'm not sure that you can "walk" them inside. They might use the bathroom etc. Now you can bring them inside the park on special event days etc.
Only an aide dog...not just your regular family pet... but I am not sure
