Yes, community members are welcome. If you want to use the computers, you'll need to show a valid ID at the check out desk to get a guest pass. (More details: https://wiki.umbc.edu/pages/viewpage.action?pageId=31197273) If you want to check out books, you'll need to register as a Special Borrower, and there is a fee for that.
It's a public University so it's a public library, you can use it but as for the computers I'm not sure.
You can sit in it, there's visitor WiFi but you can't login to the computers without umbc id
