Yes. I used to crab there all the time when I was a kid. We used a piece of chick on a string and the crabs would pinch on and not let go, even as we pulled them out of the water. It was a great time and gave me lots of wonderful memories.
I've seen nothing that says you can't. However, the pier closes at 430pm.
