Yes; De Novo is wheelchair accessible. There is a ramp from the Eastbound platform into the southern end of the restaurant.
The restaurant has stairs leading to the front entrance, but should be accessible through the doors at the train platform (the back of the building). I'd confirm that while making a reservation.
