If I want to have my daughter 5th on the 1 of September for just about 20 people, do I need a permit. Also if I wanted to bring a bounce house is that allow.

Yes you will need a permit .. You will be renting a spot that u pick out so i recommend that u visit the park first

You have to contact parks dept and inquire about the bouncy house.

Not sure about the bounce house but having 20 people with you for birthday won't be a deal.
