Last I went here, I heard they do help with things like this. If you can not g er t help here, try other local places, CANN, and 211az.org. I would also recommend contacting your cities water department and asking for resources. Sd one requires the services to be completely shut off before help arrives but not all. Also try the Salvation Army.
I'm sorry, I don't know the answer to that question. They are big enough and look like they have the resources for that kind of need.
