Who would open during rain? Nobody opens when it rains, the city closes down when there is rain.... I personally like to give a 20 minute buffer after it rains before I leave my compound.
They are closed and stay closed after it rains. It rained for less than 10 minutes and they closed the entire night. I ended up driving by lol.
