Cliff jump? It's not a cliff, but a short rock wall. Wouldn't recommend getting in the stagnant filthy water with snapping turtles and crocodile turtles.

No- not much of a cliff. Mostly a neighborhood park. Lots of regulations.
Nope, it's just plain nasty water but with a lovely view. It even smells depending of the time of the year that you visit.
