They have certain days elected for that but yes you can adopt a dog or a cat.
Dogs are usually available on the weekends, but some PetSmart locations work with rescue groups that keep binders with pictures and information about all the available animals at the store, and will bring the animal up for a meet and greet if you are interested in one. I know that most of the PetSmart locations have space for cats that are up for adoption.
