There are rules posted between the parking lot and the restrooms which I didn't read, nor did I see any kayaks out the day I was there, but you could bring it just in case and read the rules when you get there. It's a big sign, doubt you'd miss It.

Yes, kayaks are fine during the daytime, just nothing motorized. The only restriction used to be no boating after dark. Also, do not feed or disturb the wildlife (all wildlife, not just waterbirds - against the law in Scottsdale).
