They do rent car dollies, however for liability purposes they do not rent them by themselves. They are marketed and priced for one way moves...but with all Penske rentals everything is negotiable. If you want just the towing device make sure you have your year make and model and ask them if you can get a oneway to Maple Shade, Glassboro, or New Castle. Get the right rep you might get a truck for free. Also car dollies and car carriers are typically priced the same. If your vehicle will fit on a car carrier always pick it over the dolly, easier to load and save wear on your tires. Towing devices only fit certain years, makes, and believe it or not trim levels. If they say your car can't be towed by what they offer...believe them: damage to your vehicle or your safety is a real risk. The towing guides they go by are probably the one non-negotiable item. Protip: the online price you might see can be significantly negotiated if you have a reservation from Budget or Uhaul.
