Yes they are however the gates near the street have space under where small dogs are even larger determined ones can escape easily. Many nice people take dogs 🐕 to play.
Be aware of the spaces your dog will or won't try to slip through. Otherwise dogs are off leash here all the time! Just be cognizant of others
