Why doesn't the port authority enforce the closed lanes, people always use the lanes that are closed across the bridge from NJ to Phila?

Why is the sky blue? Lol. My guess is they just dont have the budget to hire enough cops to enforce something like that. Think about it...they pull over the first car they see in the lane after it closes, who is going to pull over the dozens of cars that are in it while the time it takes the cop to write the ticket. Maybe they could install cameras that are able to capture the liscence plates of the offenders like they do at some red lights in the city, but again, this costs money they may not have.
