Great place for a group of kids and free. I agree with being crowded from time to time.
No cost to enter, and it would be OK for a small birthday party. Just be aware that it can be very crowded, lots of kids.
It does not cost anything. There are enough benches in and around to throw a party that size spontaneously I honestly believe.
