Can you print small dog to the fair?

You could. Obviously won't be able to do any rides. And with alot of livestock, know how your dog is with other animals., wouldn't want to startle a 1000 lb.bull 😉

I would only bring a service dog

I saw some but you have to have them on a leash and of course they have to be trained to not bite anyone

I saw no dogs at the fair. I wouldn't anyway. It's too crowded and probably not safe.
