This can sometimes be a supply chain issue but there are also times when it is a transportation issue, i.e., road way construction, congestion, poorly maintained routes that require rerouting of the transporter etc. There are a number of processes that go into the flow of getting orders processed once they hit the queues of online ordering and many are not withing the immediate control of the retailer. Generally, when something like this happens, if you see that you have not received service within what you view as a reasonable time-line, check with that service tech or department cs and ask what the delay is and if it is known, you can opt to postpone the repair until your tires arrive rather than waiting. On the other hand, it is also prudent that if the cs in that area recognizes a substantial delay, then that person needs to be in contact with the customer so that she/he can decide on whether they are willing to wait.
You must remember you are talking about wall Mart.
Don't buy tires from Walmart
