As an Independent, last national Primary I requested the Republican ballot. Guess the “system” presumes I am Republican now? Am I free to request Democratic ballot at the March 17 primary, despite my goofy action 4 years ago?.,

Yes, under Ohio's primary system, any voter may request any ballot style they choose. This is the only way that a voter can change their party affiliation. The voter will then be affiliated with that party until they vote in another party's primary election, or until two years have passed - whichever comes first.
