What time does the Dine-in close for this place? Because the past 15-20 times after I go to it around 11pm after work with friends from work we always hear "we are not doing dine-in so you have to take it to go".

Sounds like employees making executive decisions. Unless it's their manager making the call, likely something they aren't supposed to be doing.
