Agreed. There is some sitting outside of certain restaurants but, not alot.
Not really a good place to sit down outside. Really congested and no seating. I'd strongly recommend someplace like Freedom Park or Veterans Park. More open spaces and a lot more animal/pet friendly.

No. It's not that kind of atmosphere. There are too many people milling around and some of them are inebriated .
