Haven't seen them for sale there ever. Try Cermack on Miller Parkway. They have a huge variety of chicken parts. I've seen feet there!
No they do not. If there was a time when those, or something similar, might be available, it would probably be around the holidays when they would sell more of that type of product for Holiday meal preparation.
