Waste treatment pond...any solids are ground up by the aerator pumps which is what you are seeing. Then it goes through a chlorine treatment area to kill any bacteria followed by a de-chlorination station just before it is released into the creek. All this treatment is much like the treatment that your drinking water in you tap is treated only they add chemicals for the pipes and Florida for your teeth etc...
