No pets in the restaurant area. I personally wouldn't advise taking a pet if you plan to visit the blue moon. I don't think there would be anywhere to leave the pup while you enjoyed food and beverages.
No not at the actual restaurant but there are plenty of docks and open walking areas around if you're looking for a place to take your dog
