If you’re 18+ can you still do the hookah and not the drinks ?

Good Afternoon, It All Depends On The Night You Are Going. Majority of The Nights Are 21 & Over. The Few Night That It Is 18 To Party (You Can Order The Hookah & Order Food) & 21To Drink.

I have seen people doing Hookah but I'm not sure if you can do one without the other, but I don't see a reason why not
