Yes . Anyone can use the beach. You don't have to be living in Nassau County to use the North Hempstead Beach & Town Park .There is an entry fee of $10.00 or $15.00 if you come in by car. I've always driven but there there is only one entrance for all visitors (walking, biking, driving)and that's where the fee is charged so I assume everyone pays. I'm Ok with that.
