Why is it, every time I come to a T"B the food item is still a little bit cold?

Ask for extra something or change the item a little so that it has to be made fresh.

I've not had a problem with that. Like the above answer they hold food in the warmer. You might want to pay attention to the times that you go. That is a big factor that lends to food being made fresh or being oon the warmer.

I agree with Larry it could just be the location.

Because, depending on the item its kept in a warmer, even the meat is kept above hot water but sometimes they don't mix it after its been sitting fkr a while so its cold from being on top
