You are allowed to take photos, but it sounds like you're a professional photographer that would like to do photoshoots that may require proper lighting, bringing equipment, etc. Definitely call the staff and schedule a booking- especially if setting up may restrict other attendees' access to areas and/or you want photos outside of their hours.
Realize that except for the tropical butterfly exhibit that closes in May, the gardens are typical for Tucson (cacti, palo verde).

Depending on the type of photos you would like to take. If you want pics of the gardens then yes. If you are wanting to use the garden as a back drop then check with the staff.

They have no rule against taking pictures, however, if you are intending on putting up screens and lights and what not, you would most likely want to pass it by the Garden staff first. Just to be sure.
You can take all kinds of photos while visiting the gardens.
