You can always get your visa on www.evisa.gov.tr for 20 dollars only. However, if you are not leaving the airport or you do not have to go through the customs for any reason, Turkey does not require a transit visa.
You should ask this to ins officers. But, they don't have this authority as I know. You can pay a fee and that shouldn't be a problem if that's the case.
