Thank you. The reason is an auto dealer would not complete a sale and release the bike due to claiming that by law they had to do a safety inspection. So I left.

This is from AAA. Arizona -No periodic statewide safety inspection requirement. If at any time there is reasonable cause to believe a vehicle is unsafe or improperly equipped, officers and employees of the Department of Public Safety may stop and require a vehicle be submitted to inspection. Closest thing I was able to find. But if there is any doubt in your mind about the motorcycle you just purchased, you can have it inspected by ADOT or 3rd party. If there is a safety issue reported AZ DOES HAVE a LEMON LAW ON USED VEHICLE Sales! May be able to go that route!
