I would go on the 9th but it will be busy either way so plan on spending at least 4hrs and make sure you take the bus tour too, it's very interesting.

Definitely go on Seaforth period a lot of people like to meander in the area on the 4th.
The 9th. This place is packed every day. Plan to spend a minimum of 2 hours, maybe more. Its a very interesting and soulful tour.

The ninth would probably be less hectic. Great museum.
There is traffic any day of the week but check to see if they close for observance of 4th of july.
